Our agency provides exemplary legal representation for every arm of the State, fights human trafficking, helps victims of crime, protects our constituents, and runs the most effective Medicaid Fraud Control and Child Support Enforcement programs.The Office of the Attorney Generals Child Support (CS) Information Technology Division is looking to hire a CSD IT Business Analyst. The role is a senior level position that will play a lead role in the IT Finance and Vendor Management team. This role will be accountable for activities associated with managing relationships with technology vendors, financial reporting, budget deviation(s), forecasting, expense reporting, software management compliance and state and federal reporting. Work involves coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; monitoring budget expenditures and forecasting; and reporting. This role will be responsible for determining current and future IT financial needs based on business direction and agency goals and further develop and maintain cost of ownership of IT initiatives, products and services.OAG employees enjoy excellent benefits along with tremendous opportunities to do important work at a large, dynamic state agency making a positive difference in the lives of Texans.ESSENTIAL POSITION FUNCTIONSDelivers advanced support to the IT Finance and Vendor Management team by tracking budgets, identifying variances and issues affecting programs or projects, and alerting management to potential operational impacts. Investigates root causes, evaluates implications for the agencys mission, and compiles trend data to create detailed reports, graphs, and financial forecasts.Leads the development and optimization of data-driven financial reporting and forecasting by leveraging advanced Excel, Power BI/Tableau, and AI-driven analytics. Utilizes machine learning and automation to enhance budgeting, reporting, and variance analysis, delivering actionable insights that support strategic decision-making and operational efficiency.Reviews, analyzes, and approves monthly STS service invoices with input from management, providing expert analysis and guidance related to program requirements.Facilitates and oversees daily operations of the Shared Technology Services (STS) Agreement with the Department of Information Resources (DIR), tracks CSD IT procurement activities, coordinating with STS representatives to manage changes to configuration items (e.g., servers, databases, firewalls). Obtains business owner approvals for software renewals, ensures compliance with IRS, DIR, and agency standards, and initiates corrective actions to improve program performance and productivity. Supports CSD IT leadership in preparing and submitting state and federal financial reports.Reviews and maintains service delivery and service level agreement records, providing regular reports to management on any related issues.Attends meetings as the financial point of contact for CSD IT staff, providing updates on delivery status and coordinating the resolution of issues and questions related to CSD IT budget and forecasting requirements.Performs other related duties as assigned.Keeps up-to-date with the knowledge required to perform essential job functions.Attends work regularly in compliance with agreed-upon work schedule. Qualifications: MINIMUM QUALIFICATIONSEducation: Graduation from high school or equivalentEducation: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: computer science, information technology, finance, economics, financial analysis/reporting/auditing, accounting, business analysis or management, contract or procurement management, or technical project managementExperience: Two years of full-time experience working in the following (or closely related) fields: computer science, information technology, finance, economics, financial analysis/reporting/auditing, accounting, business analysis or management, contract or procurement management, or technical project managementExperience in accounting, financial services, budgetary, and management principles, practices, and procedures; of forecasting methodologies; and of automated accounting, budgeting, and forecasting programsAdvanced Excel proficiency, including complex formulas, pivot tables, data analysis, and automationExperience and working knowledge of Power BI and Tableau, particularly in creating and editing interactive dashboards, data visualization, and reports.Knowledge of project management methodologies such as PMP/PMBOK, including the ability to calculate tan interpret key performance metrics like Schedule Performance Index (SPI) and Cost Performance Index (CPI).Skill in planning and managing special projectsSkill in procurement management, asset management, and inventory managementSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective communicationSkill in exercising sound judgment and effective decision makingProven ability to document and analyze business processes, evaluate existing tools and contracts, and identify opportunities for operational improvement and efficiency.Ability to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional environmentAbility to work in person at an OAG work location, if neededAbility to arrange for personal transportation for business-related travel, if neededAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 10 lbs.Ability to travel up to 5% PREFERRED QUALIFICATIONSEducation: Masters degree with major course work in Finance, Economics, Business Management, Business Administration, MIS, Computer Science or technically related fieldExperience in information resources reporting requirements in the State of TexasKnowledge of Texas and federal procurement and contracting rules and regulationsKnowledge of Department of Information Resources rules and regulationsKnowledge of the Texas legislative process
